Didn't receive a charger of AirPods with my new iPhone 11

I didn't receive a charger of air pods with my new iphone 11. Is this how they come now?? I purchased two 11's last year and had them in the box.

Apple no longer includes the charge cube, headphones, or the headphone adapter. This started for all new iPhone purchases in September 2020.
