Retrieving old photos from previous iphone

my old iPhone will not turn on even when I try to charge it. I have photos on that phone that I’d like to access but have no way to get to them because the phone won’t turn on. It’s an iPhone 6. When I got my iPhone XR, the photos didn’t transfer over, I’m assuming my cloud was full. Is there a way to bring them

back in iTunes? Or am I out of luck. Thanks for the help.
