iPhone 11 Websites won't work

My Safari on my iPhone 11 is having problems connecting to the websites i enter. It loads maybe 5% then goes to a blank white screen. I've tried all the hacks I've found online. I'm up to date with software. Nothing is helping. When I restart it I get the message, "Proxy Authentication Required Enter the Password for the HTTP Proxy.... I don't have a password for this and it shows up even if I'm not connected to WiFi. How do I fix this?

I too have had this EXACT same issue where it acts like it's loading, maybe a cm or so blue line on the bar, and then it times out. Sometimes, restarting makes it work, for just right after the restart - but I shouldn't need to restart the whole phone to search/look up something on the browser! Only when on mobile, never an issue when on wifi.
