I'm getting this message when trying to open an app I on my new Mac mini (old Mini was running Catalina, but the new one shipped with Big Sur). In my case, it's a game called Velocidrone, but a quick Google indicates this is a problem for other Big Sur users and other apps as well, though I didn't see hits in the Apple Support community.

I've seen several suggested Terminal commands, but tinkering with Terminal commands is a bit out of my comfort zone. Any suggestions?

Mac mini, macOS 10.15

I was having this same issue with velocidrone, you do need to change the file type of your launcher in the terminal to make it work but it's pretty simple. Right click and show package contents on the launcher icon to bring you to the macOS folder where you will see 2 files one of which is a .dat file and the other which is a document file, the document file needs to be an executable in order for you to run it. Open up terminal and type chmod +x (press space after chmod and after +x) and then drag and drop the launcher file, not the .dat file, over your terminal then press enter. Now you can back out to your main launcher file and double click while holding control to open it from the contextual menu, it will ask if you really want to run the program just click yes and you're good to go.
