My phone says I’m in Dallas. When I log into Hulu, Netflix, Instagram it shows my phone as being in Dallas Texas, when I am in a completely other state. How do I fix this? Does this mean someone has hacked into my phone?

Hmm. Interesting. I've only seen this when using a VPN. However, it can also be possible that this may be due to your ISP.
By that, I mean, by default your ISP will provide you with DNS service, as well as, other services ... like your WAN-side IP address. If that address is at all associated with the Dallas area, could be one reason why you are seeing this.
When using your phone with only a cellular connection or connected to another Wi-Fi network, does this issue still occur?
If either are true, then I would suggest performing a complete restore of your phone to put it back to its "out-of-the-box" configuration. After doing so, check to see if the issue persists. If not, then restore your phone's data from a backup. If it does, then contacting Apple support directly may be the next step to get this resolved.

Unless your iPhone has been jailbroken, it cannot be hacked, so you can rule that out. You mention these particular apps/sites. Is this true no matter what site you access or from where? For example, does this only happen on your home network or any network the phone is connected to?
Per chance are you using a VPN with your iPhone, when connecting to any of those sites?
Yes! I have been/lived in different towns in a different state but it always pings Dallas Tx, no matter what app, site, or location I was. I haven’t jail broken my phone either. Thank you for taking time to help me!!
