Wrong profile image of me displays when I phone or text friends

About a year ago I was prompted by Apple to add a profile picture to my iCloud account. I added a silly photo just to test it, and my sister reported that she could see that photo when I phoned or texted her. Then I decided I didn't like using that photo and replaced it about a month later with a nice one. In my own iCloud account, and in my contact card in my contacts, it shows my NEW photo. But others are still seeing my old photo. This includes someone I just phoned today for the first time. Why are others still seeing that silly test photo when it doesn't show up anywhere on my own end?
