When I select Manage my Settings in the HomePod app, the only option under Intercom Settings for receiving notifications that is listed is "Never". I have an iPhone 12 Pro. As I result, I can't hear intercom messages back. How can I fix this?

On your iPhone try Settings > Privacy > Location Services > Home > While Using. If it already reads While Using change it to Never, then back to While Using. Now try setting up Intercom again.
