FCPx 10.5.1 Permission Denied File Already in Use - cannot open any libraries or backups

I have this problem yet again, that I know others have had. I have fixed it before but can't remeber how. I have tried changing the permissions on the external RAID to Everyone can Read and Write but that is denied - any help please?

Restart your mac, and also delete FCP preferences. To delete preferences, hold down command and option while starting FCP X and click Delete Preferences. The application will start in a default state, and open an "Untitled" library. Reopen the library you were working on, set the preferences the way you like them, and try again.
