Why is the toggle feature for "Headphone Protection" not available on my version of iOS 14.2.1?

iPhone 6s, iOS 14

That link is only telling how it is supposed to work.

1) I want to know how to disable the “Headphone protection” feature. ?

It seems it is not possible due to “legal requirements”.

2) What exactly are those legal requirements?
