Any idea how to get Siri working again after a reset only fixes it for one instance?

I’m encountering a weird bug where my Hey Siri function stops working. If I power the phone off and back on, do a hard reset, or turn Hey Siri off then back on, I can get it working again! BUT, it only appears to work once after I do those reset steps- after that one time of “hey Siri” working, if I try it again for a second request, it will have turned off again. Any ideas how I can troubleshoot? I’ve followed several online guides already including toggling on/off all the Hey Siri settings, resetting my network settings, resetting my personal settings, retraining Siri, etc. Seems very odd to get a solution that only solves the problem ONE TIME before booting out again!
