New iPhone calls go to voicemail

Not all but most incoming calls go directly to voicemail. How do I correct?

iPhone 12 Pro Max, iOS 14

Check Settings>Phone>Silence Unknown Callers. If the calls going to voicemail are people not in your contacts.

If you do not have Do Not Disturb turned on, then call your cellular carrier. The determine call handling, especially if the calls are going straight to voicemail.

Silence unknown callers is off. Calls from people in my contacts also goes directly to voicemail, most calls but not all calls are going directly.
