Is there a way I can block someone’s iCloud or Apple ID?

I keep on having to block someone. Is there a way I can block someone’s iCloud or Apple ID. they add new emails to their iCloud to text me? I don’t want to change my number when someone’s harassing me. Any advice??? I’ve blocked about 10-13 emails this month alone.
