Account recovery without access to trusted phone number?

Did a hard reset on my phone and when I tried signing into my iCloud to restore my backup, I wasn't able to receive a 6 digit auth code to verify my phone number (I'm currently switching providers so my sim isn't activated).

I had to enter account recovery and managed to verify my email address, but apple is saying I'll receive an update on my situation in 22 hours - will this actually fix it? I've tried looking for advice on other forums and I'm now worried that I'm going to lose access to 5 years worth of photos and messages on my iCloud.
