i cant access my old notes that is in icloud from old iphone device since i forgot the password is there any way i can access it? it is very important

If these notes were encrypted with a password, then you cannot open them on any device without that password. No-one can, that is the point of encryption.
If you are talking about a forgotten apple ID password, then you will need to try to recover that apple ID.
