Why am I being charged 9.99 for Apple TV? I purchased a new IPhone 12 and was supposed to receive Apple TV subscription free for 1 Year.

The offer needs to be claimed, it is not automatic. If you did so and it went through, and you see it under your subscriptions then the charge was for something else. You can check your email invoice and/or purchase history to verify.

The offer is for Apple TV+, the streaming service featuring Apple Originals. Other content in the Apple TV app (e.g. content to buy or rent) is not included in this subscription.

Your purchase history will detail exactly what the charge was for. The price for Apple TV+ is not 9.99, so it will be for something else.
