Is it possible in a shared album to organize photos chronologically by date so that all photos taken the same date, i.e. Halloween, Christmas, etc. are displayed together even though posted at different times by different members of the group?

Somewhat, but only in the latest versions of Photos. Before Big Sur, Shared Albums were always displayed in the order in which the photos were added to the Album. In Big Sur, you can choose to view a Shared Album in the order of date/time taken. (I don't think the actual order is changed, just the display order on that computer.)
