Apple Music family plan

I have an Apple Music family plan, and when we got new phones and moved our info over for some reason the music in our library won’t download onto the new phone. Most of the songs are showing the spinning wheel of death or just the cloud but won’t download?

Did each family member use the same Apple IDs they had on their old iPhones?

Did you turn on Sync Library on each iPhone?

Turn on Sync Library with Apple Music - Apple Support

If songs are missing from your music library after you turn on Sync Library - Apple Support

If your songs are grayed out - Apple Support
