Has nothing whatsoever ever to do with the carrier. My husband has Sprint and a Samsung and he got it...we have a spare LG phone (Sprint) it got it...My personal phone (Sprint) and my second iPhone on First Net/TMobile which is for law enforcement and I didn’t get it.

That option setting isn’t in my iPad after updating to 14.3 so I’ve turned off automatic updates on my phone for the time being....
i just copied and pasted from internet. The asterisk was in the original directions I copied from. There is no meaning for it as far as I know.
that option was not on your iPad before 14.3 either

Mine is still at 14.2 and doesn’t have that option on iPad either. Maybe it is a phone only feature
It was never on the iPad before. It looks like it only available to devices that have cell service.
I understand you copied it, however, an asterisk refers the reader to a source.
My iPad HAS cell service and iOS 14.3 and does Not have that option as my iPhn 12 has on it !
