Calls go straight to voicemail

My daughters phone goes straight to voicemail that she set up from another phone. However FaceTime audio calls go through. Why can’t I just dial her number direct. There are no blocks or do not disturbs activated. It doesn’t matter what number calls her directly. It goes straight to voicemail.

Check with the carrier. They are responsible for call handling. If Do Not Disturb is not turned on, then it could have a conditional call forwarding turned on at the carrier. When you say that she set it up from another phone, what exactly do you mean? She restored this phone from the backup of another phone? Do you have any parental controls activated in Screen Time and Restrictions?
