Why doesn't the 2nd gen Apple Pencil work with regular iPads?

Is it possible this will change at some point?

I have a 7th Gen iPad.

iPad, iPadOS 14

No.

The two pencils have different pairing and charging methods that make the two Pencils incompatible with different iPad models.

This, currently, is not going to change.

If you need an Apple Pencil with your 2019, 7th gen iPad, you will have to purchase and use the original 1st gen Apple Pencil with the silver, chrome, metallised top with magnetic cap.

There are no other options.
