Can't turn Genius off

I am trying to add music to my apple library, I keep getting the message Genius results can’t be updated because the iTunes Store doesn’t recognize your music library. Please choose File > Library > Turn Off Genius to turn off Genius, then turn it back on. but I only have the option to Update the Genius when I go try to do this not turn it off. How do I turn it off? I am on My desk top computer

My music library When I restart my computer, my iTunes is on Apple Music, which I have not subscribed to, and I cannot access my music library. How can I access my music library?

iTunes I don't have a subscription to Apple Music. I downloaded an album from Bandcamp. It's in iTunes but it won't let me add it to the library because Genius doesn't recognize my library. It says to turn off Genius but there's no option to do that.
