When I try to open a PDF file sent to me by a third party I get the error message shown in the screen shot saying I do not have permission to open it. However when I try to change the permissions my Mac does not let me do so. I am running Big Sur on a T2 security chip Mac. What gives and what is the solution?
log on under a different user account and see if it work.s

What are the permissions on the file?
Where is the file located?
Right-click on the file and click Get Info. You should see the permissions at the bottom of the popup window.
The files are on a USB card however the problem is the same when I copy the files from the card to my computer.
I do not know what the permissions settings are right now.
The permissions were not set to 'everyone can read and write' for me.
Unfortunately that did not work. The Mac OS would not let me change the permission when I tried to change them in the Get Info box.
