Cannot open PDF because it says I do not have the permission to view it.

When I try to open a PDF file sent to me by a third party I get the error message shown in the screen shot saying I do not have permission to open it. However when I try to change the permissions my Mac does not let me do so. I am running Big Sur on a T2 security chip Mac. What gives and what is the solution?
