My iMac will boot up with the mouse arrow in the upper left corner. But my mouse won’t connect to move the arrow

iMac is not allowing wireless keyboard and wireless mouse to connect have an Imac that wont allow the wireless keyboard and wireless mouse to connect! it stall's at the request screen to connect to both but both are on!!! mouse and keyboard do not connect after factory settings reinstall I reformatted my iMac to the factory settings and now the mouse and keyboard do not connect then I cannot finish the install. Anyone has any idea how to continue ?
