Sync notes & photos to MacBook without unlocking iPhone

My iPhone won't recognize my passcode anymore. I have tried several fixes (also with Apple Support), all of which failed. My only option is to wipe the iPhone. Before doing that I would like to sync my notes and photos app to my MacBook, since my last physical back up is ages ago (I have iCloud backups disabled). My iPhone is not connected to WiFi but it still has cell service and recieves all my notifications on lock screen. I am just not able to unlock it. It has worked for the voice memo app, but I cannot make it work for notes and photos. I also have an Apple Watch if that helps.
