Screen time

Why doesn’t screen time work? I set limits and my kids are allowed to ignore them. How is this helpful? I change communication limits to specific contacts during downtime and it doesn’t work. I saw a post that iCloud contacts must be on, kids can access that and turn it off. Apple offers no tracking of message content, no tracking of searches.
