Finder: Quick Actions>Create PDF often puts last file first

I love the finder tool Quick Actions>Create PDF, but it often puts the last file first in the PDF. So if I have 5 files organized by name in the finder, it almost always puts them in the following order: 5, 1, 2, 3, 4. I want them ordered 1, 2, 3, 4, 5.

Even if I number the files (e.g., 1-FileName1.pdf, 2-FileName2.pdf, etc) it still does it. I always have to open the file in preview and move the last file to the back.

Why does it do this? If it's a glitch, can I request Apple fix it?
