What happened to frame-by-frame video viewing feature in Photos for MacBook?

This used to be a setting in the viewing bar when watching a video stored in Photos. Using the arrow keys allowed you to advance or reverse frame-by-frame. Now the only way to do it is use the touch bar, but finger-scrolling is never as precise as the arrow keys were. Making us download our videos to Quicktime or some other third-party app is just more of a pain.
