Sorry. iCloud Photos is a syncing service and if you delete from 1 device they are deleted from iCloud and from any other devices where iCloud Photos is turned on. I don't know of any way to recover photos that were deleted and then also deleted from Recently Deleted.

i deleted them from album recently deleted from another device, i was using my icloud on 2 devices, so i deleted them from one and then signed out, but then they deleted in another device too((((((
