Once deleted from my Mac , if I use the photos library using an external hard drive , will I still be able to see the photos app features like - ( memories , place , people , recents ,etc) ?

If you move the library to an external drive then yes, it will run exactly the same. Just remember the drive must be formatted Mac OS Extended (Journaled) or APFS.
