Wi-fi calling if there is wi-fi but no Internet

If you enable Wi-Fi calling, and your Internet connection goes down but your wi-fi is still working (with no Internet access obviously), is iOS smart enough to figure that out and switch to cellular calling?

WiFi calling on my iPhone 6 with iOS 12.4.4 I have WiFi calling enabled. At home I get vary little cellular coverage yet when I try to make a call, the phone tries to use the cellular instead of my wifi which fails due to the connectivity. I have to turn the cellular option off to make a wifi call.

As long as the Router can provide a quality call, the call will remain on Wi-Fi. If you move very far away from the router, the call will switch over to VoLTE and there will be seamless handover. If VoLTE is not switched on, the call will drop.
