iCloud (Windows 7) use is greater than documented?

iCloud says I have 5.0 gb of storage but only 3.14 gb left before $$

Photos = 502mb / Health=83.1mb / WhatsApp=1.6mb / Other=1.4mb / Numbers=149.5kb / Shortcuts=19.4kb / AutoSleep=3.3kb / Decibel=0.2kb /

That totals less than 1gb!!!

Rounding, 5gb minus 1gb = 4gb, more than 3.14gb

I am new to this and may not grasp all the details for iCloud usage and other things iOS. What if anything am I missing?

As possible evidence of my ignorance, I have at least one question: Deleting everything from iC except Photos will leave data from other apps on my iOS devices, iPad and iPhone?

I am on a PC, Windows 7. I can see the numbers on iCloud for windows, if that is what you are asking. The basic number is 5.00 GB of iCloud storage and then 3.14 GB in the graph just below. Going into the details by clicking on Storage, it shows "3.15 GB of 5 GB available" There are 8 apps that add up less than 1 GB. There might be some kind of 'overhead' that is not shown, but. . .

For the moment this is not a problem. I just would like to understand the math where to be cautious in using the storage.
