so i have unnistalled an app so I could clear the cache from it, but when i tried downloading it again from the app store I saw an icloud icon so I said it would probably still clear the cache but when i installed it it had all my stuff and they were not deleted. I searched on yt and nothing worked.

After deleting the app, try going to Settings > Name > iCloud > Manage Storage > Backups > choose device > and the delete the data from the app there as well. See if that works.
