Since these settings appear correct, let's look at this another way. Are you noticing that your daughter is playing one specific multi-player game or multiple ones? Are the Settings for Passcode Changes and Account Changes also set to "Don't Allow?"

We'll continue to try and help with these Screen Time issues but it's possible that Contact Apple Support may be the best option for you.

It sounds like you followed these steps to set up and Use parental controls on your child's iPhone, iPad, and iPod touch. Have you ever been able to block multiplayer games on this device? Do you use Screen Time on one or more than one device? If more than one, are these restrictions in place on those devices?

Let us know and we'll go from there.
