You may have deleting apps restricted. Go to Settings/Screen Time/Content & Privacy Restrictions - iTunes & App Store Purchases and change Deleting Apps to Allow.

Try deleting it from Settings > General > iPhone Storage > [app name] > Delete App

Thank you so much!! Amazing. I also called apple support and they showed me another way to delete : settings/ iphone storage and then click on the app you wish to delete.
