Can hackers control camera iPhone 8

So I wanted to download a wallpaper but then it said my phone was hacked by „Apple security“ it also said that it could use my camera. It gave me a timer and told me to download some fax app. So my question is: is Apple security even a thing or did it just want me to download this app. And also is it even possible for hackers to use my phone camera front or back. Pls answer becuz it’s nice if your phone isn’t hacked u know.
