Delete Apps in Settings
There is a setting on iPhone XR where "delete apps" is turned off. I'm unable to find that setting to turn it back on. I'm unable to delete apps that I no longer use.

If you have restrictions enabled on your device that prevent applications from being deleted, you'll need to navigate to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases, and set "Deleting Apps" to "Allow" first.
