How can I get this red exit tab back to exit off and get this off my screen? It won’t even let me sign out

Next to the yellow button they are supposed to be a red button to exit out the red button disappeared now I cannot exit out I can’t even sign out when I get this iCloud part off of the screen it won’t let me shut down my cute computer either what can I do and how can I get that red button back to exit out
