Frozen ipad in restore loop with low battery

I was restoring my ipad back to factory setting due to a deleted ID was still showing on Ipad, Ipad was working, I just couldn't update my apple software or anything that I'd done with that ID, I could delete alot of stuff and download again in my new ID, except the Software it is still running ios13..Then it frozen will reboot in restore mode running the restore through itunes..Now apple is telling me I need a Code from my communication carrier on proof of purchase, I purchased six years ago. but my communications carrier cannot find the contract or anything relating to my purchase. Been back to the optus store, I bought from and they have changed licensee, and reckon they cannot access, the records from that period..If I can get the ipad un frozen, its works. Ipad will not switch on, or switch off, and yes I've tried holding bla bla I know how to restart all my devices..Any help would be appreciated, so don't wont to render it useless..Help please..

Time to reach out to Apple directly and discuss with them, make sure you charge the iPad and remain on the charger during any restore.

This is a user forum of other Apple users you are not chatting with not Apple directly. Guessing if you can not prove beyond any shadow of doubt that it is indeed your iPad, Apple will not be able to assist either.
