iphone 7 storage

I am trying to get more space on my phone by transferring photos and videos to the cloud but it keeps saying my storage is full but I have a subscription that is suppose to back up to the cloud?

Settings,[your name], icloud, manage storage.

If it is full change your plan to a bigger one
