I have a Macbook Air (early 2015) model on MacOS Mojave. I cannot install BigSur since my disk is Macintosh HD. I received a prompt that "This volume is not formatted as APFS". I would like to ask how I can possibly migrate / upgrade my disk / volume to APFS. Thanks.

1. Restart in recovery mode (Hold command-R while starting).
2. Open Disk Utility
5. Click on the SSD volume, then click the Unmount button (this is the trick).
4. In the Edit menu, you can now select Convert to APFS...

Try reinstalling the macOS from Recovery.
That’s what sometimes happens when it tries to install Mojave on an APFS formatted drive. The way to resolve is to format the drive Mac OS Extended. You seem to be in a catch 22. I don’t think you can convert back to HFS+.

problem now, when i restart it always goes to recovery mode.
I tried selecting the startup disk but getting
”running bless to place boot files failed”
i open disk utility again and run first aid, it turns out OK.
I got a prompt
”could not create preboot volume for apfs install”
