Powerbeats3 connects to iPhone XR but the volume is too low.
trying to connect powerbeats3,( just got them) to iPhone XR volume cannot be raised. I can connect to iMac and have no problem with the volume.

We understand that when you use your Powerbeats3 with your iPhone XR, you're unable to raise the volume. We'd be happy to provide information to help you address this.
Go to Settings > Sounds & Haptics > Headphone Safety and check if you have any of those options enabled. If you do, disable them and try raising the volume with your Powerbeats.
