iPhone won’t update time zone, only spinning wheel

My iPhone7 refuses to automatically update its timezone. In Settings>General>Date & Time, if "Set Automatically" is turned on, the "Time Zone" field just has the spinning-wheel-of-wait.

I am connected to my cellular network, and to WiFi. Location Services is turned on. This has been continuous problem for over 1 year.

Any suggestions?
