can’t remove program

can’t remove program from my divice. there are no such option in library of programs as “delete”, what i do wrong?

iPhone XS, iOS 14

Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases

Make sure Deleting Apps is marked allow
