iOS down time parental controls keep resetting

I have found this issue continuously happening all the way back to iOS 12. Fortunate for me, it did not happen then..... unfortunately, it is happening now. Under every occasion Apple reps have given the same lame instructions to reset your devices, switch screen time off than back on, etc and offering no consistent resolution to this problem. I have set my child’s parental control from their device, from my device, reset it, updated it, and still it keeps resetting. Apple, please do not send the down time link, or setting parental control links. We are not stupid and all have shown a high knowledge of using this feature. Can you resolve the issue or not? I also have noticed that after their response of sending the links, they close the question so know one else can respond...... how fitting.
