Apple Watch won’t switch on. Showing fully charged. Unable to reset. Not connecting to Bluetooth on phone either. Stuck on apple icon

apple watch is stuck at basic time and charge while i’m trying to pair it for the first time help we disconnected the watch from one device and now i’m trying to connect to my iphone and it is stuck in the same screen with only the time and charge

Thank you. I tried that and I can’t do a restart with it.
