How to pay pending payments and how to make payment info right

Hi guys! I’m having a pending payment of $19.99 on my apple id. Because of that I can’t install any app. And if i try to install any app it automatically opens the billing information in the settings and asks me to update my billing and card info. Once i write the security code in the back of my card it says your payment is declined. I can’t use my credit card on any apple purchases now, but still can use in other ways.
