No setting up a old iphone 7

My another iPhone 7 is not setting up anyhow. I’ve tried using wifi, using my laptop, and with this iPhone 7 As well. But eventually it’s showing that it’s need and update and failed to start my phone.

please give a solution to this so that i can using my this phone also.
