Can't set up iphone

I'm trying to set up my new iPhone 14. When I restart it, it says Software Update Complete (Your iPhone has been updated to iOS 16.5) after i press continue, it says "It May take a few minutes to activate your phone" and then it goes to the "hello" screen. everytime i swipe up, it goes through the same process over and over again. I've already tried restarting the phone.
