I don't understand my storage

So I sprang some extra money for my MacBook Pro to have 16gb 500gb storage and have over 300 storage space left. I'm trying to add documents to a particular folder I have that keeps saying iCloud storage is full and gives me trouble adding documents to this folder. What gives? Why is my laptop trying to store this folder under iCloud instead of using the actual computer storage?

MacBook Pro 13″, macOS 10.15

Do you have iCloud Drive Desktop and Documents turned on? If so, any folder that is inside those two folders is synced with iCloud. See: Add your Desktop and Documents files to iCloud Drive - Apple Support
